About the Union


The purpose of Western Black Sea Universities Association is to do scientific research and open postgraduate degree programmes together and to support the mobility of the students and teaching fellows of associate degree, bachelor and postgraduate students by bringing together the savings of the universities.

Regulations

Aims and Scope

Article 1: This protocol aims at clarifying the scopes of the planned outcomes of the cooperation between Abant İzzet Baysal University, Bartin University, İstanbul University, Şeyh Edebali University, Bülent Ecevit University, Çankiri Karatekin University, Düzce University, Istanbul University, Kastamonu University, University of Kocaeli and Sakarya University within the scope of Western Black Sea Universities Association.

Article 2: This protocol covers the common goals that are planned to be achieved within the scope of the cooperation between Western Black Sea Universities Association ( WBSUA) in the areas of Associate Degree and Bachelor of Education, Graduate Education, Student and Staff Exchange, The Scientific and Technological Research and Development, Scientific, Social and Cultural Activities and Student Council and Student Clubs and communities.

Definitions

Article 3: The definitions in the Act 3 of the Act 2547 are valid valid for this protocol.

Article 4: This protocol has been prepared according to 40th article of the act 2547.

Presidency, Assembly and Secretariat

Article 5: Executive Board

WBSUA Cooperation Programme is planned and conducted by the Executive Board consisting of the rectors of the member universities. The chair of the Executive Board is the rector of the university who is leading his/her presidency. Executive Board gathers at least twice each term with the call of the chairman. The rectors of each member universities are invited to the meeting. The rector who cannot attend the meeting, appoints the vice rector.

Article 6: Presidency:

The member university runs the presidency of WBSUA Cooperation Programme for a period of one year. The presidency is carried our in sequence. Sort, which will be held the first meeting of the Executive Board is determined and will be repeated in the same order. If there is a new member university, for presidency it is required to wait the period of existing members to complete their period.

Article 7 Sub-committees

For each cooperation area declared in article 2, the Executive Board generates a sub- committee. Vice rector of each member universities is participated in the sub-committee. The president of the sub-committee is the vice rector of the university which is running its presidency. Sub-committee performs the tasks assigned by the Executive Board and supplies results in a report to the Executive Board. If necessary, the sub-committee gathers with the call of the president. Vice rectors of all member universities are invited to the meeting. The vice rector who cannot attend the meeting, appoints another vice rector to the meeting.

Article 8 Working Groups

If necessary, for the duties to be performed within areas of cooperation, sub-committees generate working groups. It consists of deans, directors of institutes, academies Vocational Schools, conservatories, research centres; department heads and the student representatives who are regarded as needed for the group under the presidency of a vice rector from the sub-committee. Working groups perform the tasks assigned by the sub- committee and supplies results in a report to the sub-committee. The meetings are assembled with an exact number upon the call of the president. Any member who cannot attend the meeting appoints his/her assistant to the meeting.

Article 9 WBSUA Secretary

In order to conduct the secretariat of the cooperation Programme, the executive board appoints a WBSUA Secretary. The WBSUA Secretary is appointed for the duration of two years and elected among the professors or associate professors of the member universities. The WBSUA Secretary is responsible for the tasks given by the Executive Board.

Article 10 Participation in WBSUA Cooperation Programme

The university rectorate wiling to to attend the cooperation Programme applies to the rectorate of the university that is running its presidency. The application is evaluated by the executive board. The university whose application is approved is included in the Programme with the approval of Committee of Higher Education.

Article 11 Other Provisions

The provisions that are not clearly defined in this protocol are subjected to the provisions of relevant legislation.

Article 12 Enforcement

This protocol is enforced by the approval of WBSUA senates and Committee of Higher Education.

Article 13 This protocol does not include details as to in what sort of cooperation will be carried out. The detailed sub-protocols are prepared for the cooperation of each area. These protocols are enforced by the proposal of Executive Board and approval of WBSUA senates and Committee of Higher Education.

Article 14Executive

The cooperation programme is carried out by the rectors of the related universities under the coordination of the president of Executive Board.

Provisional Article

The tenure of the first secretary elected for WBSUA is two years.
